			<content:encoded><![CDATA[<p><strong>&#8220;MORE SUPPORT FOR AUSTRALIAN INNOVATORS&#8221;</strong></p>
<p>As of today, December 7, the Federal government has introduced a series of measures aimed at improving the <strong>Commercialisation Australia</strong> program and provide greater assistance to Australian businesses that are developing a new product, process, or service.</p>
<p>The key measures include:</p>
<p>1.  The annual turnover limit for the Commercialisation Australia applicants will rise from $20 million to $50 million.</p>
<p>2. The funds received under Early Stage Commercialisation grants no longer have to be repaid by the recipients.</p>
<p>3. Growing businesses that can benefit from access to skilled managers now have the option to apply for an Experienced Executives grant of up to $350,000, which is up from $200,000.</p>
<p><a href="http://minister.innovation.gov.au/Carr/MediaReleases/Pages/MORESUPPORTFORAUSTRALIANINNOVATORS.aspx">More information on the new Commercialisation Australia changes can be found here.</a></p>
<p>It is also expected that the Federal government will introduce further measures in 2012 to support innovation in the manufacturing sector.  This is on top of the introduction of the new R&amp;D Tax Incentive from July 1, 2011.</p>
<p>The <a href="../government-grants/rd-tax-incentives"><strong>R&amp;D Tax Incentive</strong></a> is a broad based, non-competitive program, applicable to companies in all industries involved in eligible research and development activities to receive tax credits or refunds for the work undertaken during the year.</p>
<p>Also, as a reminder, companies wishing to apply for the <strong><a href="../government-grants/rd-tax-incentives/rd-tax-concession">R&amp;D Tax Concession</a></strong> for the FY2010/11 have to submit their registration by April 30, 2012.  It is highly advisable that the companies that have not yet submitted their FY2010/11 claim kick off that process ASAP so they do not miss out on much needed funding.</p>

			<content:encoded><![CDATA[<p>On 2 September 2011, Innovation Minister, Senator Kim Carr<a href="http://minister.innovation.gov.au/Carr/MediaReleases/Pages/RDTAXINCENTIVEALLSETTOSUPPORTAUSTRALIANBUSINESSES.aspx"><span style="text-decoration: underline;"> announced</span></a> the <em>R&amp;D Tax Credit</em> will now be known as the <em>R&amp;D Tax Incentive</em>. The name <em>R&amp;D Tax Incentive</em> reflects the program’s overall objective of encouraging more companies to engage in research and development (R&amp;D) in Australia.</p>
<p><strong>Information Sessions:</strong> During September and October AusIndustry and the ATO will hold public information sessions about the <em>R&amp;D Tax Incentive</em>. For further information and to register please follow the link to the <a title="" href="http://www.ausindustry.gov.au/InnovationandRandD/RandDTaxIncentive/Pages/RandDTaxIncentive-InformationSessions.aspx"><span style="text-decoration: underline;">information sessions</span></a> page.</p>
<p>AusIndustry and the ATO, as administrators of the <em>R&amp;D Tax Incentive</em>, will release guidance material for the program following Royal Assent.</p>
<p>The <em>R&amp;D Tax Incentive</em> legislation will be supported by Regulations and Decision-making Principles. Application forms will not be available until the Regulations have been finalised. 			<content:encoded><![CDATA[<p>On 23 August 2011 the Australian Senate passed the Bills to replace the R&amp;D tax concession with the R&amp;D tax credit. In addition to the original proposal, the Senate also passed amendments for the new scheme to start operating from 1 July 2011, as well as to allow for quarterly refundable R&amp;D tax credits made to for SMEs from 1 January 2014.</p>
<p>AusIndustry and ATO, the two government agencies responsible for the administration of the program, will conduct a series of  briefing sessions in September. Is is also expected that guidelines and relevant forms will be issued following these briefings.</p>

As a further incentive for the SME sector to increase its expenditure on innovative activities, companies with a turnover of less than $20 million and in a tax loss position will be able to cash out the benefit on a quarterly basis from January 1, 2014.</p>

			<content:encoded><![CDATA[<p>On 11 May 2011, Customs and Border Protection published a Notice indicating an intention to revoke 22 <a href="http://savingpoint.com.au/import-file-audit/tariff-concession">Tariff Concession Orders (TCOs)</a>. Customs believes the TCOs may provide access to duty concessions for goods that is broader than permitted by the Customs Act 1901 and the Customs Regulations 1926.</p>
<p>According to Customs, three TCOs are invalid because they apply only to goods listed on the Excluded Goods Schedule and further 19 TCOs are sufficiently ambiguous that a person could construe the description of the goods in the TCOs as extending to goods on the Excluded Goods Schedule.</p>
<p>If revocation of the TCO occurs, then the operative date of the revocation would be 27 April 2011.</p>

<p><strong>Overview  </strong></p>
<p>The TCF SCP is a five year, $35 million, competitive grant program. It will support large projects that will build innovative capability at the enterprise and workplace level.</p>
<p>Funding for the program runs from July 2010 to June 2015.  </p>
<p>The minimum grant size is $250,000 and funding must be matched on a dollar for dollar basis. This means that the smallest project that can receive a grant must have a budget of at least $500,000 in eligible expenditure, with $250,000 contributed by the grantee and $250,000 from the Australian Government.</p>
<p><strong>Eligible Projects</strong></p>
<p>To be eligible a project must be in the form of one or more of the following activities:</p>
<p>   &#8211; Innovation, research and design;              </p>
<p>   &#8211; Education and skills;</p>
<p>   &#8211; Environmentally sustainable and ethical practices;</p>
<p>   &#8211; New business models and strategic repositioning; </p>
<p>   - Collaboration, networks and supply chain participation;</p>
<p>   &#8211; High-performance work and management systems;</p>
<p>   - Accessing market opportunities. </p>
<p> <strong>Application and assessment process proceeds through the following stages: </strong></p>
<p><strong> </strong>  1. Application receipting and acknowledgement,</p>
<p>   2. Eligibility assessment (Applicant and Project),</p>
<p>   3. Merit assessment by the TCF SCP Assessment panel, and</p>

<td>In a changing economy, some companies thrive, while others fail. It&#8217;s not a phenomenon isolated to any particular industry, rather it&#8217;s just a part of doing business. Recently, many businesses have felt the impact of the GFC, increases to online shopping, and a decline in consumer spending. However, there are many other factors that can affect a company&#8217;s performance, even in good times.</p>
<p>Many businesses, taking the view that changes are short-term, make the mistake of waiting for market conditions to improve. Those that achieve longevity are the ones that make adjustments to the way they work. For many, a strategic review of the cost of doing business (CODB), and subsequent reduction of non-core costs, has been a large part of a successful strategy.</p>
<p> <em><span style="color: #003366;">Airline Blues</span></em></p>
<p>One company that is currently facing financial challenges is Virgin Blue. In the wake of the GFC, the leisure travellers Virgin Blue was accustomed to dropped dramatically in numbers.</p>
<p>Media reports have made is clear for some months that Virgin Blue has been facing a bumpy ride (<em>pun intended</em>). Forecasts predict the airline losing between $100 million and $150 million for the 2010/11 year.</p>
<p>Whilst Virgin Blue have attempted to lure away some of Qantas&#8217; business clientele, the operation hasn&#8217;t been much of a success. The recent hikes in jet fuel prices haven&#8217;t helped, with airlines across the board being forced to increase ticket prices. While Qantas&#8217; clientele don&#8217;t notice an extra $10 on their flight cost, the budget-savvy discount fliers most certainly do. New planes and staff uniforms, as well as upgrades to airport lounges have also been implemented.</p>
<p>Additional measures such as decreasing their own CODB, alongside the new directions in marketing and product development, could have significantly improved the bottom line.</p>
<p><em><span style="color: #993300;">Red Bubble</span></em></p>
<p>In February, the bubble for Borders finally burst, with the REDgroup of companies going into voluntary administration.</p>
<p>Book retailing has been turbulent territory for some time, with online competitors like Amazon offering cheaper prices that Australian retailers have struggled to compete with. In October of last year, REDgroup reported a full year loss of $43 million. While the company blamed its bust on the high price of retail selling in Australia, market commentators have also pointed to the group&#8217;s business model.</p>
<p>While the threat lingered for some time, REDgroup did little to combat the onslaught of online competition. In an effort to shift their focus, Borders announced later last year that they were to reduce their stock in books and move to offer more gift products. They also made concessions that costs needed to be cut, but by then it was a case of too little, too late.</p>
<p><em><span style="color: #808000;">Hi-Fiving the Market</span></em></p>
<p>A positive example of how cost reduction can improve a business is found in entertainment retailer, JB Hi-Fi. Recently, the company announced a profit up 15.6 per cent for the first half of the 2010/11 year, in comparison to the first half of the 2009/10 year. While less than many market commentators anticipated, the result is still greater than many other comparable companies within the retail sector. They expect profits for the full year to be between $134 million and $139 million.</p>
<p>In their half yearly report to shareholders, JB Hi-Fi reiterated their support a low CODB with a &#8216;low cost culture, operating leverage, labour productivity and marketing economies of sale.&#8217; JB Hi-Fi quotes its CODB at 13.2 per cent for the first half of the 2010/11 year, which is the lowest of all comparable retail chains.</p>
<p>A low cost philosophy is nothing new to the JB Hi-Fi business model, but has proved to serve the company well time and time again. In periods of hardship to the retail sector (the last six months serve as prime example of this) it has seen them still post profits and prosper in an environment where others may perish. As the retail sector stalls, JB Hi-Fi continues to reach profit forecasts, as well as opening 13 new stores with plans for five more.</p>
